Advice before starting an Android app project

I am currently helping a friend plan a small mobile product and we are considering starting with an Android version first. While researching, we found several resources about Android app development dubai , which made us curious about how businesses normally begin the process. Since this is our first time exploring mobile development, we want to plan things properly. What steps should someone take before actually hiring developers or starting development? Any practical suggestions from experienced people here would really help us prepare better.
